International and Interregional Cooperation

In accordance with the Constitution of the Russian Federation its subject is entitled to coordination of international and foreign economic links and implementation of international agreements of Russia.

The Ministry of culture of the Russian Federation has concluded a number of agreements and memorandums on cooperation with the authorities responsible for the cultural sphere in foreign countries, as well as on accomplishment of joint projects, such as, for example, the Russian-Finnish Cultural Forum, the Russian-Norwegian Cultural Forum etc., where the Republic of Karelia exercises its task to assemble the participant list of Karelia, to work out, promote and finance project initiatives presented.

In the regional level the Ministry of Culture of the Republic of Karelia implements the international cultural projects within the framework of Euroregion “Karelia”, Barents Euro-Arctic Region and via bilateral agreements of Karelia with the regions of Finland, Sweden and Norway. The  Ministry also carries out a coordination role towards the international links of the institutions within its jurisdiction.

According to the bilateral agreements of Karelia with other subjects of the Russian Federation the Ministry of Culture of the Republic of Karelia takes a direct part in their realization and coordinates the inter-regional activities of the subordinated authorities as well. The Republic of Karelia has agreements with Moscow, St.-Petersburg, Leningrad, Murmansk, Arkhangelsk and Vologda regions.

The Ministry of Culture of the Republic of Karelia has signed an agreement on visa support with the Representative Office of the Ministry of International Relations of the Russian Federation in order to register Russian visas for foreign subjects participating in the international cultural cooperation.
